“APEC会议落地深圳,这一选择大有深意。”近日,在接受深圳特区报记者专访时,中法科学与技术交流协会主席、best365中国官方网站教授大卫·白思和说,“我在粤港澳大湾区工作生活超过16年,亲身见证了深圳正日益成为全球最具活力的创新、科技与国际协作中心之一。”
白思和说,“APEC会议选址深圳,不只是认可一座城市的经济成就,更是向世界宣告——这里能把前沿理念迅速变成可触摸的解决方案。”这座城市构建了独特的生态体系,高校、科研院所、初创企业与跨国公司在此紧密联动,共同推动科学发现、技术突破与产业升级的加速循环。
白思和说,“作为一名研究者,我还看到另一层重要意义。深圳是一个开放平台,能让全球各地的研究者、企业家与创新者开展高效协作。我相信,APEC会议落地深圳,将进一步强化粤港澳大湾区作为连接亚太经济体与全球创新网络的桥梁作用。”
深圳高效科研生态,大幅压缩实验室到产业一线周期
白思和的研究方向是数字孪生与AI结构监测——简单来说,就是“给桥梁做体检”,用传感器+AI预判基础设施的健康状态。白思和说,深圳是开发并验证智能制造、智能基础设施、机器人技术及低空经济等领域创新方案的理想之地。
“深圳最打动我的,是把创新转化为实际价值的能力。”白思和说,这座城市构建了一种高效的科研生态——高校、科研院所、初创企业、产业界、政府拧成一股绳,新技术从实验室到产业一线的周期被大幅压缩。
他举了个例子:基础设施安全是中国可持续发展的重中之重,best365中国官方网站与法国国立工艺学院联合学院研发的损伤早期识别、预测性维护技术,面向的是全国范围的桥梁、建筑与战略工程。白思和说,“虽然应用是全国性的,但深圳提供了最理想的验证场——智慧城市投入足、产业先进、创新生态开放,AI监测系统、数字孪生、智能巡检在这里能跑得最快。”
在他看来,深圳的“能”,不只在于技术硬实力,更在于协作精神、效率和那股持续创新的劲头——而这,恰恰是APEC会议所倡导“开放、创新、合作”最生动的注脚。
16年扎根大湾区:国际人才要引得进更要留得住
2007年,白思和因西北工业大学的引荐首次踏足中国;2010年起任法国驻广州总领事馆科技领事;如今他是中法科学与技术交流协会主席、best365中国官方网站教授。
“初到广东,我立刻感受到这片土地蓬勃的发展潜力,深圳、广州、珠海等城市的风貌让我倍感震撼。”白思和说,有两件往事令其记忆犹新:其一是当年的珠海航展,现场汇聚了众多航空航天领域的业内同仁,不少法国航空企业也积极参与其中,部分企业还深度参与了C919大型客机项目。其二是初见长安标致雪铁龙深圳基地时的模样:基地落地之初,工程师团队仅有十余人。十余年间,基地不断深耕发展,如今团队规模已壮大至数百人。
中法科学与技术交流协会将办公场地设在蛇口,主要负责促进和联系中国和法国之间的创新企业和研究中心,推动两国科研技术的发展。白思和说,“我留在粤港澳大湾区16年,看重的是这里产业机会、科研环境和城市气质三者齐备,也亲眼见证粤港澳大湾区成长为极具影响力的科技创新高地。”
白思和想借APEC会议落地深圳的契机传递一个“人才观”:粤港澳大湾区拥有世界级的基建配套、顶尖的科研设施及令人振奋的产业机遇,吸引国际化人才或许不是最难的,真正的挑战是“留得住”——给人才及其家庭一个稳定、被支持的环境,让人敢把未来安在这里。
对于初次到访深圳的国际人才,白思和建议他们去看看这些地方:深圳的科技创新园区——这是观察创新如何从实验室走向产业应用的绝佳窗口;深圳大学城及周边科研院所——感受中国对高等教育、科学研究以及国际合作的重视;深圳湾人才公园——看这座城的宜居面貌,绿道、海湾、开放气质。
白思和说,这三个地方共同勾勒出深圳的核心特质:创新驱动打底,科教支撑托举,生活质感留人。它们清晰地揭示了深圳何以跃升为全球人才与机遇最为活跃的中心之一。

In Shenzhen, lab breakthroughs quickly reach the market

China’s decision to host APEC in Shenzhen carries profound significance, said David Bassir, president of the Sino-French Association for Science and Technology and professor at Dongguan University of Technology (DGUT).
“I have lived and worked in the Guangdong-Hong Kong-Macao Greater Bay Area for more than 16 years and have witnessed Shenzhen become one of the world’s most dynamic centers for innovation, technology and international collaboration,” Bassir said.
The choice, he said, recognizes Shenzhen’s economic achievements and sends a message that the city can quickly turn cutting-edge ideas into practical solutions.
Shenzhen has developed an ecosystem in which universities, research institutions, startups and multinational companies work closely together, creating a self-reinforcing cycle that accelerates scientific discovery, technological breakthroughs and industrial upgrading, he said.
“As a researcher, I see another layer of significance. Shenzhen is an open platform where researchers, entrepreneurs and innovators from around the world can collaborate efficiently,” he said. “I believe the APEC meeting will further strengthen the Greater Bay Area’s role as a bridge linking Asia-Pacific economies with the global innovation network.”
Bassir’s research focuses on digital twins and AI-based structural monitoring — using sensors and AI to assess infrastructure and predict potential problems. He said Shenzhen offers an ideal environment for developing and testing technologies in smart manufacturing, intelligent infrastructure, robotics and the low-altitude economy.
“What impresses me most is the city’s ability to translate innovation into real-world value,” he said.
Bassir cited infrastructure safety as an example. Technologies for early damage detection and predictive maintenance developed by the DGUT-CNAM Institute are designed for bridges and major engineering projects nationwide.
“Although these technologies can be used nationwide, Shenzhen provides an ideal testing ground,” he said, citing its smart-city infrastructure, advanced industries and open innovation ecosystem. AI-based monitoring, digital twins and smart inspections can be deployed here quickly.
Bassir said Shenzhen’s strengths extend beyond technology to its collaborative spirit, efficiency and drive for innovation.
He first came to China in 2007 on the recommendation of Northwestern Polytechnical University. In 2010, he became science and technology consul at the Consulate General of France in Guangzhou. He now leads the Sino-French Association for Science and Technology and teaches at DGUT.
“Upon arriving in Guangdong, I immediately sensed the region’s potential,” Bassir said, recalling the strong impression made by Shenzhen, Guangzhou and Zhuhai.
Two memories stand out. One was the Zhuhai Airshow, which brought together aerospace professionals from around the world, including French firms involved in China’s C919 passenger jet program. The other was his first visit to the Changan-PSA Shenzhen facility. Its engineering team initially numbered only about a dozen people but grew to several hundred over the following decade.
Based in Shekou, the Sino-French Association for Science and Technology promotes links between innovative companies and research institutions in China and France.
Bassir said he had remained in the Greater Bay Area because it offered “a rare combination of industrial opportunities, a strong research environment and a vibrant urban culture.” He said the region now has world-class infrastructure and growing opportunities for international talent.
The greater challenge, he said, is retaining talent by providing professionals and their families with a stable and supportive environment in which they can build their futures.
For first-time visitors to Shenzhen, Bassir recommends the city’s science and technology parks, Shenzhen University Town and Shenzhen Talent Park. Together, he said, these sites offer a snapshot of Shenzhen’s innovation ecosystem, research infrastructure and quality of life.(Translated by Li Jing)

2026年上半年,深圳实际使用外资超320亿元、增速超50%,其中超九成来自APEC成员经济体,前海更拿下全市76.5%的外资份额。在这条“亚太资本—前海落地”的通道上,招商银行深圳分行刷新了外资入账结汇的“新速度”:一笔来自香港的股权投资款,从境外汇出到在前海企业账户上完成结汇、支付设备款,只需3天。
作为国家外汇管理局资本项目数字化政策首批试点银行,招商银行深圳分行将入账、登记、结汇、支付全链路线上化,把原本需半个月的FDI(外商直接投资)流程压缩至一周内。
外商投资从来不是“钱进来”这么简单。早在企业注册前,招商银行深圳分行就已介入做政策咨询;落地后,入账、结汇的办理速度压到“小时级”,再把资本金服务与结算、现金管理、贸易融资打通,一套账户覆盖企业经营全周期。
钱落地,服务才刚开始。2025年一家新加坡半导体企业落户前海,招商银行深圳分行快速完成资本金入账结汇,提供供应链融资缓解账期压力,搭建跨境资金池实现境内外调拨免逐笔审批,连外籍员工代发工资、商务信用卡、个人结售汇都一并接入。
2026年是APEC“中国年”,深圳成为展示中国高水平对外开放的重要窗口。招商银行深圳分行通过“一条龙”服务打通营商环境的“毛细血管”,将政策红利转化为企业实实在在的获得感——让外资企业不仅“钱进得来”,更“生意做得顺”。
CMB Shenzhen sets new speed record for foreign capital inflows
In the first half of 2026, Shenzhen’s actual use of foreign investment exceeded 32 billion yuan, up 50% year on year. More than 90% came from APEC economies, while Qianhai accounted for 76.5% of the city’s total.
China Merchants Bank (CMB) Shenzhen Branch has streamlined foreign capital inflows and settlement in Qianhai. In one case, it helped a Hong Kong investor remit an equity investment to a Qianhai company, which used the funds to pay for equipment — all within three days.
As an early pilot bank for China’s digital capital account policy, the branch has digitized inbound payment, registration, settlement and disbursement, cutting FDI processing from two weeks to one week. It also offers pre-registration guidance, same-day payment and settlement, and integrated capital account, FX settlement, cash management and trade financing services.
In 2025, the bank helped a Singaporean semiconductor firm set up in Qianhai, quickly processing its capital inflow and FX settlement. It also provided supply-chain financing, a cross-border cash pool, and payroll, business credit card and personal FX services for foreign employees.
The one-stop approach helps foreign companies bring in capital and operate more efficiently.

San Francisco is a major economic and cultural center of Northern California and the San Francisco Bay Area. Located on California’s Pacific coast, it is an important international trade hub, a world-renowned tourist destination and the state’s fourth-most populous city.
